Abstract

This research article delves into the intricate and multifaceted issue of land grabbing in Pakistan, orchestrated by powerful land mafias, and the legal framework that governs land disputes in the country. It explores the prevalence and profound impact of land mafias, the effectiveness of existing land laws, the pivotal role of law enforcement agencies and collaborative efforts aimed at addressing this pressing issue within Pakistan. Land mafias, with their audacious ability to illegally acquire land, displace communities, and exploit legal ambiguities have cast a long shadow over Pakistan's property rights landscape. Operating with apparent impunity, they have contributed to the erosion of property rights, engendered a climate of fear, and exacerbated socio-economic disparities.

The legal framework in Pakistan albeit comprehensive, grapples with issues of complexity and ambiguity rendering it vulnerable to exploitation by land mafias. The current research advocates for the necessity of legal reforms emphasizing the need to simplify property rights, streamline land titling processes, and clarify dispute resolution mechanisms. A call for regular reviews and updates of land laws is made, ensuring their adaptability to evolving challenges. The role of law enforcement agencies in addressing land grabbing is pivotal. The article underscores the significance of capacity building through specialized training programs, the adoption of modern technology for forensic analysis of land records, and the allocation of adequate resources. Transparency and accountability mechanisms, including independent oversight bodies and the integration of body-worn cameras, are hailed as essential tools to cultivate trust and ensure equitable outcomes in land-related cases.
