Abstract

Historically, an under-theorized area of international relations is intelligence. It connects the international environment to the national decision making process by gathering, analyzing, safeguarding, and sometimes influencing information that is not otherwise accessible via normal diplomatic channels or publicly. This paper contends that intelligence does not eliminate uncertainty, but it does provide a relative advantage in making decisions, warning, clarifying capability, clarifying intent, counterintelligence, covering action and diplomacy. Its value relies on the collection, analytical integrity, and access to policy, interagency co-ordination, foreign liaison and accountability under the laws. The paper incorporates key theories of international relations, analyzes the concept of failure, politicization, cooperation, oversight, and technological change, and uses the discussion to explore the case of Pakistan in the realm of international relations. Intelligence has a critical role in Pakistan because of its nuclear engagement with India, cross-border militancy, relationship with China, cooperation with the USA and internal-security requirements. Official structures offer aspects of a comprehensive security, but fail to address strategic prioritization, all-source assessment, centre-province integration, legal clarity, public legitimacy and oversight. Recommended reforms encompass a national intelligence charter, more stringent requirements and joint assessment, standards for analysts, an open-source and cyber capacity, accountable liaison, and commensurate executive, legislative and judicial oversight.
